The growth and discovery of any language is the right of the speakers and heirs of that language. Inheritors of any language can solve problems in their localities with their mother tongue. The government does not have the right to intervene in unilaterally supporting or underestimating any of the languages ​​of the country, but it has the duty to enforce, establish, establish, print and publish all laws, institutions, national anthems, money printing, centers, ranks, stages and military and national names, including Prepare and publish the names of military, police and university ranks in Persian, which is the international language of the country. The government has no right to impose the words and terms of one language on another language. Basic rights and duties of people

National sovereignty is the inalienable right of the country's citizens. People have the right to establish and launch political parties, gatherings, meetings and peaceful protests. Parties and groups that promote disunity in the name of the nation or the nation, or promote linguistic, ethnic, tribal and regional divisions, cannot operate.

The people who have been referred to as Kochi and have used special privileges, so if they want to stay in Pakistan, it is up to them, but if they want to come across the border, they should be relocated in the eastern parts of the country from going back and forth outside the country or in other parts of the country. Legislature or House of Representatives

After any party that gets the majority of seats in the House of Representatives, the president obliges the head of that party, as the chancellor, to form the cabinet. The chancellor introduces his ministers to the House of Representatives for a vote of confidence.

The vote of confidence and approval of ministers, ambassadors, and candidates for higher-ranking civilian posts, as well as disqualification from them, is one of the duties of the House of Representatives.

Changing, amending and approving laws, including the constitution and national resolutions such as political, military and economic agreements and domestic and foreign trade agreements and the approval or adjustment or rejection of the government's normal and development budget, including the powers It is the House of Representatives and no institution or Jirga or any other assembly has such authority.

Extraordinary or emergency council

In the event of extraordinary situations, an extraordinary or emergency council consisting of members of the House of Representatives and members of the Provincial Council is formed under the chairmanship of the Speaker of the House of Representatives and they examine the situation and issue approvals.

Approving the new constitution or amending it is the competence of this extraordinary council and no other parliament can replace this extraordinary council. The constitution is renewed every eleven years according to the conditions of the age and time.

Executive branch or government

The executive branch consists of the central government with ministers approved by the House of Representatives and elected governors in the provinces. The government is formed by the party that has won the majority of seats in the House of Representatives elections or has formed the majority in the House of Representatives with a coalition of other parties.

The House of Representatives evaluates the ministers proposed by the chancellor and gives them a vote of confidence if satisfied, and can also withdraw its vote of confidence from any minister who is accused of money laundering, inefficiency and inefficiency, and remove him from his ministry.

The president or the chancellor cannot manage ministries or other important duties with supervisors. In case of death, resignation, removal or disqualification of the minister by the House of Representatives, the deputy or the deputy of the same ministry shall continue the duties of the same ministry until the appointment of a new minister. A person cannot be appointed twice in a ministry or from this ministry to that ministry.

Every employee above and beyond the government rank, including ambassadors, chargé d'affaires, and permanent representatives of the country abroad, must go to the Foreign Affairs Association of the House of Representatives to request approval before starting their duties, and after the approval of the relevant association, they can start their work.

The government has developed a comprehensive plan to deal with the lives of citizens living abroad, defend their human rights in other countries, and provide them with the opportunity to return voluntarily with better assistance for a new life.

The embassies of the country have the duty to send their work report to the Foreign Association of the House of Representatives every three months, so that the citizens who live in those countries pay serious attention and do not hesitate to provide the necessary cooperation and assistance.

All the people who want to work in the high ranks of the government, including membership in the House of Representatives, must have at least a bachelor's degree.

The government provides free education for all children of the country from the beginning to the end.

In the educational curriculum of secondary education centers of the country, the government considers elementary military education to prepare the citizens of the country to defend the territorial integrity so that all the youth of the country are ready to defend the territorial integrity of the country in case of foreign aggression.

The government has the duty to ensure the security and peace of the citizens in the best possible way and whenever the citizens are subjected to terrorist attacks, it takes preventive measures and suppresses and destroys all terrorist nests wherever they are with the most severe necessary measures.

The government has the duty to provide girls and boys with all-round support and prevent them from being mistreated and harassed. In order to prevent homosexuality, which is an immoral and illegal act, the government takes the necessary preventive measures and prosecutes and punishes the perpetrators.

The provinces of the country, which are governed by elected governors and elected civilian heads with the advice of the provincial council, are free in matters of their internal development, except in matters of money printing, military and defense matters, and foreign relations, and are subject to the central government.

The price of war

The government has a duty to plan a specific program in defining friendly and enemy countries. The country's relations with other countries are based on mutual respect, peaceful coexistence, good relations and non-interference in each other's internal affairs. The countries that have intervened in the internal affairs of our country in any way, causing crisis and insecurity, causing loss of lives and financial losses, as a known enemy, will be countered with exemplary response and retaliatory measures and demand for war reparations.

The government has the duty to provide free health insurance services for all citizens of the country. The government covers all nursing mothers from the birth of their baby to the age of three under the coverage of health insurance and adequate food.

The government is obliged to prevent acts of hatred and violence under any title. People who are accused of hatred are sentenced to 2 to 4 years in prison.

The government has the responsibility to take necessary measures to protect the country's animals. Fighting animals and hunting rare animals is considered a wrongful act and the perpetrators are punished with imprisonment up to 2 years or a fine.

Military service is voluntary. The government has the duty to pay sufficient salary for all security forces and provide free health services for themselves and their families. Those security forces who are martyred as a result of explosive and suicide attacks or confronting the enemies, their spouses will be paid their salaries for the rest of their lives. Security forces benefit from pension money and free health services after retirement.

The presidents of the universities and colleges are elected by a direct, open and free vote of the professors of each university, and the government does not have any interference or influence in those elections.

military rule

The military government cannot suspend, amend or cancel the constitution, and it does not have the right to arrest and imprison members of the civil government, political leaders, and representatives of the National Council, and to seize the free media and its publishers. At the end of the removal of the danger, an elected civil government will be formed under the leadership of the same party that has been declared the winner of the election by the Supreme Constitutional Court. Forming a military government does not mean a coup.

A coup is an illegal and immoral act. People who have committed a coup in the past or will commit such an illegal act in the future will be prosecuted as national traitors and sentenced to the necessary punishment by (special court).

Judiciary or Supreme Court

The judiciary consists of the Supreme Court and its courts, which provide justice in the country in its best form, without any kind of bias. The judge of al-Qadat, who is nominated by the president with the approval of the chancellor, must obtain the vote of confidence of the House of Representatives, and the other judges are nominated by the judge of al-Qadat with the approval of the chancellor, and they must also obtain the vote of the house of representatives.

The judiciary should form a (dedicated court) as soon as possible to try those who are accused of crimes against humanity such as: national treason, treason, racketeering and destruction of cities, leading and issuing orders and carrying out explosive and suicide attacks, arresting, torturing and executing people. The Constitutional Court has the task of interpreting the Constitution as well as conducting and supervising the country's elections, including the elections of the House of Representatives , It carries provincial councils, governors, city governors, mayors and other civil elections.

Planning, monitoring, order counting, and announcing the results of the elections of the House of Representatives and Provincial Councils are among the duties and responsibilities of this Constitutional Court.

The country's elections are held in one day, including the elections of the National Council, governors, governors of cities, mayors (heads of municipalities) and heads of civil administrations in each province every 5 years on the first day of Mizan.

The country's embassies and representations abroad facilitate voting for citizens who live abroad and have dual citizenship and want to participate in voting.

free press

As the fourth pillar of the government, the press enjoys freedom of expression and all the facilities of free access to information. The government provides all facilities to access information to the media and fully supports the freedom of the media unless the government exerts any influence on them. The government guarantees the free flow of information.

The media representatives form the media center by electing a president, vice president, and secretary with a direct, public, and free vote for each 4-year period, and its budget is included in the government budget. The salary of its head is equal to the fixed salary and the salary of other employees in the government budget unless the government has any kind of interference and influence in its duties.

Broadcasting and publication of mass media belong to the people, and members of the government or their spokespersons can only make their plans and programs known to the public by holding press conferences. The government cannot publish and broadcast group communication tools for the benefit of its advertisements from the public treasury. Radio, TV and printed publications that have been under the authority of the government until now will either be stopped or sold to individuals.

No media can publish anything against the holy religion of Islam. No media has the right to advertise for linguistic, ethnic, tribal, regional and local supremacy and to create enmity between the languages ​​and peoples of the country.

Communist, fascist and terrorist publications and advertisements are not allowed to be published.

Political parties and cultural groups can engage in publishing activities, provided that the holy religion of Islam, the Universal Declaration of Human Rights and the cultural values ​​of others are not insulted. Those individuals, parties, and groups who have a history of communist, fascist, and terrorist affiliations and are now accused of the same subversive ideas, are not allowed to engage in political activities and publications.

In order to cover the cost of free and non-partisan media, the government pays 50% of their costs monthly in the regular government budget.
